Still no ratification in sight for Madagascar. It is now 20 years since the Maputo Protocol, the African Charter on Human and Women's Rights in Africa, was signed in Maputo, Mozambique in 2003. With the agreement of 49 African Union signatory countries, including Madagascar, ratification by the Big Island is still some way off. Indeed, gender equality and the rights of girls and women are not yet among the country's priorities.
